When an order is ready for dispatch to drivers, several settings are taken into consideration simultaneously. One of these settings is the "number of candidate drivers." If it's configured as 1, each time the order is set for dispatch (dispatch round), a single driver will be chosen.
If you have 10 drivers available online and intend to offer the order to all of them at the same time, you must adjust this parameter to 10.
The order will be simultaneously offered to all eligible drivers, and the driver who accepts first will be assigned to the order.

Configuring the "Simultaneous offer broadcast limit"
To configure this parameter, navigate to the following path.
Admin Center → Settings → Dispatching (Tab) → Orders (section)
You will find the "Simultaneous offer broadcast limit" field, which you need to configure appropriately for this purpose.
This is not a one-time offer. It depends on another parameter called "Max offer retries per driver," which determines how many times a single order should be offered to a driver before they are excluded from future dispatch rounds for that order.
Example: If "Max offer retries per driver" is set to 2, and a driver has already been offered and rejected the same order twice, that driver will not receive the order again even if they are the closest available driver.
Configuring the "Max order offer driver"
To set the "Max offer retries per driver" number, go to:
Admin Center → Settings → Dispatching (Tab) → Orders (section)
Resetting an order to 'Pending' status clears both the rejected count and the max offer count, allowing all drivers to be reconsidered for dispatch.
